SCPD: Man Arrested for Leaving Scene of Fatal Ronkonkoma Hit-and-Run Crash

Suffolk County Police today arrested a man for leaving the scene of a motor vehicle crash that killed a pedestrian in Ronkonkoma in October.
 
A passing motorist called 911 after observing a man unresponsive in the roadway on Remington Boulevard on October 25 at approximately 6:20 p.m. The man, Joseph Biggica, 59, of Ronkonkoma, was transported to Long Island Community Hospital in Patchogue where he was pronounced dead.
 
An autopsy determined the man’s injuries were consistent with being struck by a vehicle.
 
An investigation by Major Case Unit detectives determined Qiulong Chen, 35, of Ronkonkoma, was driving a 2015 Honda CRV when he struck Biggica and fled the scene.
 
Chen was charged with Leaving the Scene of an Incident with a Fatality and Criminal Tampering. 
 
He will be arraigned today at Suffolk County Court in Riverhead.
 
A criminal charge is an accusation. A defendant is presumed innocent until and unless proven guilty.
