NCPD Announces Second Arrest in Connection with 2017 Hempstead Homicide

NCPD have announced that Antoine Foster of Hempstead, 17, has been arrested in connection with a 2017 Homicide.

Hempstead, NY - June 22, 2018 - The Homicide Squad have announced an arrest in connection with a Homicide that originally occurred on Monday, December 25, 2017 at 6:25 p.m. in Hempstead.
 
According to detectives, officers responded to a shot spotter on Terrace Ave. Upon arrival, they discovered the body of Rafael I. Cepeda of Hempstead, 35, that had been shot numerous times. Cepeda was transported to a local hospital where he was pronounced deceased at 7:24 p.m. by hospital staff.
 
Defendant Antoine Foster of Hempstead, 17, was located in Alexandria, Virginia and placed under arrest on June 20, 2018 for the above Homicide. He is charged with Murder 2nd Degree and will be arraigned on Friday, June 22, 2018 at First District Court, Hempstead.
 
Previously, defendant Shameq Sullins of Hempstead, 16, was also arrested on January 2, 2018, for the above homicide and charged with Murder 2nd Degree.
 
A criminal charge is an accusation. A defendant is presumed innocent until and unless proven guilty.
