To advance research into implementation and practice, it is essential to establish measures that are both practical and psychometrically reliable. This study sought to establish a pragmatic measure of success by a stakeholder-led process. A systematic review of the literature and semi-structured stakeholder conversations resulted in 47 practical rating criteria.
