Advancing implementation research and practice requires measures that are psychometrically strong and pragmatic. This study aimed to establish practical measurement criteria by using the collaboration of stakeholder groups. A systematic review of literature and semi-structured stakeholder meetings resulted in 47 practical rating criteria.
