Rail workers face many hazards on the job. The Federal Employers Liability Act (FELA) was enacted by Congress to solve this problem. The law allows employers to be exempt from state laws on workers compensation. The law also permits cash payouts to be determined by juries based on the evidence of comparative negligence.
