Albany, NY - December 21st, 2014 - Governor Andrew M. Cuomo directed that flags on all state government buildings be flown at half-staff today in honor of New York City Police Officers Wenjian Liu and Rafael Ramos. Officers Liu and Ramos were assassinated yesterday while on duty in Brooklyn.
