Uniondale, NY - November 14th, 2014 - As part of the Long Island Power Authority’s Request for Proposal (RFP) process, participants are thoroughly screened and evaluated in a series of phases.  At the conclusion of each phase, certain bidders are “screened-out” and eliminated from further review, while others remain in the running and progress to the next phase where increasingly detailed reviews are conducted.

A robust set of competitive proposals have been received as part of the Renewable Energy RFP. Last week, per the process described above, the Authority sent letters to certain participants in the Renewable Energy RFP and the New Generation, Energy Storage and Demand Response (GSDR) RFP informing them that their proposals had been “screened-out” and would no longer be part of the ongoing evaluation process.  These letters are also sent in order to allow unsuccessful bidders to proceed with other business initiatives.  The RFP process otherwise continues.

As mentioned at the Authority’s October 30th, 2014 meeting of the Board of Trustees, no decisions have been made at this time on the Renewable Energy RFP and the evaluation and recommendation regarding the procurement of up-to 280MWs of renewable energy by Authority staff will be presented to the Board on December 17, 2014.  As part of the Renewable RFP procurement process, letters are also being sent requesting a best-and-final offer to the remaining participants in this RFP in an effort to better define price, terms, and conditions as the Authority considers the project(s) that will provide the overall best value to our customers.

Proposals that have been submitted through the New Generation, Energy Storage and Demand Response RFP will continue to be evaluated.

Throughout the year, the Long Island Power Authority and PSEG Long Island staff have worked together to review and analyze proposals provided through both of these RFPs, and the Authority’s staff continues to provide the Board with periodic briefings so that Trustees have the opportunity to review the issues prior to being asked to reach a decision.
