Governor Cuomo Announces The Availability Of $26.5 Million For Rail And Port Infrastructure Improvements

Albany, NY - February 22, 2018 - Governor Andrew M. Cuomo today announced the availability of $26.5 million in state funding to preserve and enhance rail and port services in major trade and passenger travel corridors across New York. Funding for the Governor's Passenger and Freight Rail Assistance Program was included in the New York State Department of Transportation's $29 billion, five-year State Transportation Plan. The program provides support for rail and port projects that enhance safety, alleviate congestion, increase operating capacity, facilitate regional economic development and increase competitiveness.
 
"This funding will improve rail safety and port infrastructure while also alleviating congestion on our roads and boosting economic activity and growth," Governor Cuomo said. "These investments in our state's transportation network will help secure a stronger New York for all."
 
Projects funded through the Passenger and Freight Rail Assistance Program will be selected through a competitive solicitation process and rated based on established criteria that include a benefit cost analysis, adherence to regional economic development plans and compatibility with other private and public investments. Eligible project activities include: track and bridge rehabilitation; yard, terminal and siding construction; elimination of clearance obstructions; wharf, dock and bulkhead construction; dredging; and other projects that enhance economic competitiveness.
 
New York State Department of Transportation Acting Commissioner Paul A. Karas said, "With this program, Governor Cuomo is continuing to make smart investments in statewide, multi-modal transportation, improving rail safety, increasing rail and port freight capacity and supporting job creation while contributing to New York's economic competitiveness."
 
The New York State Department of Transportation will be accepting applications for this funding opportunity through April 27, 2018. Program guidance and applications may be found at www.dot.ny.gov/railgrants.
 
Last year, New York awarded $25 million to 19 applicants for rail and port improvement projects across the state. The investments supported track rehabilitation, capacity expansion, railroad bridge repairs, and economic development opportunities. An additional $5.4 million in private and local funding was leveraged through this initiative.
 
Previous grant awards included $2.6 million to SMS Rail Services, Inc., Albany County, to rehabilitate 14 miles of track in the Capital Region, $2.1 million to the Port of Oswego Authority, Oswego County, to construct additional rail tracks and expand cargo handling facilities, $1.18 million to the Mohawk Adirondack & Norther Railroad Corp., Oneida and Lewis counties, to expand the rail-to-truck transload facility in Utica and rehabilitate the rail line to Lyons Falls, and $360,000 to the Erie County Industrial Development Agency to rehabilitate and improve rail access to Sumitomo Rubber USA facilities.
