Farmingdale, NY - July 10, 2015 - The public will have an additional 30 days, until August 10, to comment on the draft permit application for a research, development and demonstration (RD&D) permit by Coastal Distribution LLC, the New York State Department of Environmental Conservation (DEC) announced today. The draft permit application was listed in the June 17, 2015 Environmental Notice Bulletin.

Under Coastal's RD&D draft permit, the facility would use three alternative railcar closure measure methods for transporting baled and bagged municipal solid waste over a one-year test period. The facility, located in Farmingdale, Suffolk County, will evaluate the effectiveness of each method for safety, odor control and other environmental impacts to transfer baled bagged municipal solid waste via railcars. The three railcar closure methods that will be studied during this period are synthetic mesh tarp, posi-shell (spray applied cement-like coating), and a flexible lid.

DEC will not make a final determination on the draft permit application for a RD&D permit until it has fully reviewed all issues and the public comments. The extension of the comment period will enable members of the public to participate meaningfully in the process.
