NY State of Health Announces County Level Open Enrollment Numbers

NY State of Health, the state’s official health plan Marketplace, today released county level enrollment as of the close of the Open Enrollment Period that ended on January 31, 2017.

Albany, NY - February 3, 2017 - NY State of Health, the state’s official health plan Marketplace, today released county level enrollment as of the close of the Open Enrollment Period that ended on January 31, 2017. More than 3.6 million people signed up for health insurance through the Marketplace during the enrollment period that began November 1, 2016, an increase of over 800,000 from the close of the 2016 open enrollment period. 

Total Marketplace enrollment increased in every county of the State, ranging from an increase of 16% in New York County to over 68% in Rockland County. The counties with the highest increases were: Rockland (68.5%), Orange (59.7%), Madison (48.3%), Cortland (48.1%), Fulton (46.7%), Oneida (46.6%), Sullivan (45.4%), Herkimer (43.8%), Montgomery (43.5%), Oswego (43.0%) and Seneca (43.0%). Six counties saw an increase of more than 40,000 people: Queens (136,430), Kings (130,798), Bronx (71,397), Suffolk (50,240), Nassau (42,266) and Westchester (42,119).

The Essential Plan showed the highest percentage increase in enrollment in every county, since the close of open enrollment in 2016. The Essential Plan covers adults who are not eligible for Medicaid and have incomes up to 200 percent of federal poverty level.  Without the Essential Plan, 385,238 of the 665,324 New Yorkers enrolled in the Essential Plan as of January 31 would have been eligible for a Qualified Health Plan. The Essential Plan reduces both premium and out-of-pocket costs for these individuals by over $1,100 a year.
